A two-year-old toddler died after being blown into the sea with her baby brother, Yourmedway reports.
Youngster Rebecca Hopper was strapped into a double buggy with eight-month-old Lewis when they plunged 15ft off a concrete coastal path near Folkestone into ice-cold water on Sunday afternoon.
The childrensβ frantic father, Andrew, 38, from Chatham, and a female friend dove into the sea to rescue the pair.
Despite their efforts, Rebecca was pronounced dead two hours later.
Eye-witness Jeremy Francis saw the tragic incident unfold.
The 54-year-old said: βI was by my boat and suddenly this woman came running over saying she thought someone had gone in the sea.
βI went over to the edge of the water and there were around six members of the public trying to fish all four of them out.
βIt was a dreadful scene.
βWe managed to get the little girl out - she was lying face down in the water and wasnβt breathing.
βTwo people tried giving her mouth to mouth. The little boy was breathing.β
Mr Francis, of Purley, South London, added: βI took the girl in my arms but she was blue and wasnβt breathing.
βThe dad was hysterical and screaming, βMy children. My babies. What am I going to do?β
βIt was quite an awful scene.β
Rebecca was airlifted to hospital in London in a critical condition but died on Sunday night.
Her brother was rushed to the William Harvey Hospital in Ashford where he was said to be in a stable condition.
Two adults, a man and a woman, were also taken to hospital as a precaution.

I could not believe this when I heard it. We live near where it happened so I will always remember you in this area. Rest in peace little angel and watch over your little brother to make sure he gets well. My prayers are with your mummy and daddy at this time. Sleep tight sweetheart.xx
